New Tall Buildings Policy to Be Adapted in Liverpool

The Liverpool City Council is preparing to implement a new policy regarding the design and placement of tall buildings in the city. A forthcoming report to the council suggests adopting a Tall Buildings Supplementary Planning Document (SPD) to guide future development in a positive and proactive manner. The SPD aims to ensure that proposed tall buildings have a positive impact on Liverpool's skyline, uniqueness, image, growth, and the creation of high-quality and sustainable spaces. It will be used in the decision-making process for all future planning applications for tall buildings, alongside Liverpool's Local Plan and the council's upcoming waterfront strategy.

The SPD emphasizes the importance of preserving the city's historic character, heritage assets, and its distinctive and renowned image. It identifies five locations in and around the city center where clusters of taller buildings could be suitable. The SPD also provides guidelines for appropriate heights in these clusters and offers design principles based on quality, sustainability, environment, and economic growth. The policy requires projects to demonstrate a clear purpose and role in supporting regeneration, suitable height for the area, positive contributions to the surroundings, and consideration of potential impacts. The document aims to strike a balance between preserving the environment and promoting regeneration, while setting clear expectations for developers. The council intends to ensure that future tall buildings serve a long-term purpose and enhance pride in the city's skyline. The SPD is part of a comprehensive approach to placemaking, working alongside the recently adopted Local Plan, to enhance Liverpool's unique character through well-planned development.
