Oussama Kabbani is an urban development expert and a corporate executive with over 33 years of global and regional experience in mixed-use and residential developments and central city master planning. Mr. Kabbani is currently serving as an urban development advisor to HE, the CEO of the Royal Commission for Riyadh City (RCRC).
Mr. Kabbani’s career started as a professional urban designer for the Boston Redevelopment Authority in the USA after graduating from Harvard Graduate School of design in 1988. His awarded thesis prize about the postwar reconstruction of Beirut Central District qualified him soon after to lead the planning and design of the reconstruction of the war-torn city of Beirut, where he spent more than 12 years as the chief planner before he established a development management consultancy partnership.
Mr. Kabbani is a founding partner of Millennium Development International Holding, a development management company specialized in large-scale mixed-use projects established in Lebanon to serve the Middle East and Southeast Asia. Later, his career placed him as a Chief Operating Officer of Solidere International, a leading regional real estate development company. Before moving to Riyadh, Mr. Kabbani acted as the Senior Development Director and was responsible for planning and launching Madinat Al Irfan, a new downtown of Muscat, a JV between Majid Al Futtaim and the Government of Oman.
As a senior advisor in the RCRC, Mr. Kabbani is currently part of the team overseeing the authoring of the Riyadh Strategy and most of the large-scale projects planned for Riyadh City and its expansion.
Mr. Kabbani is currently serving on the Board of Directors of Jeddah Central District development company, chaired by HRH Crown Prince Mohammad Bin Salman.
Mr. Kabbani’s expertise includes urban planning, master planning, development management, renovation, adaptive reuse management, corporate management, and real estate development for large-scale projects. He participated and managed projects in Boston, Belarus, Algeria, Kazakhstan, Malaysia, Cairo, Mecca, Riyadh, Jeddah, Iraq, Oman, Lebanon, and UAE.

Mr. Kabbani holds a Bachelor of Architecture degree with distinction from Beirut Arab University class of 1986, a master’s in urban design with high distinction from Harvard Graduate School of Design class of 1988, a certificate of Real Estate Development from Harvard Center for Real Estate Development in 1988. He was a team member that received in 1992 the American Institute of Architects Award of Excellence in Urban Design for the Central Artery Plan on behalf of the Boston Redevelopment Authority and a Citation of Progressive Architecture Magazine. He also received the Hanover World Expo Gold Medal in 2000 on Behalf of Solidere, Lebanon. Mr. kabbani taught at the Boston Architecture Center and lectured about postwar reconstruction and downtown development. He is the author of Prospects for Lebanon, The Reconstruction of Beirut, by CLS, Oxford, 1992.
