Urban Planning Director Mai Dayao said that the coastline and large green spaces in the Taipa Commercial District will be reserved for coastal space.

Residential and commercial areas are evenly distributed. Planning includes an emphasis on compatibility, and the equal distribution between residential and commercial areas.

There are green corridors on the Macau Peninsula, as well as in Taipa, which host cycling tracks, and these as well as coastal green space will continue to be protected and preserved. Dayao emphasized that it is not that there is no green space or all buildings are raised if they are designated as residential or commercial areas. According to reports, some residents pointed out that the former Ocean World land was originally reclaimed to build a large recreationa; area, but the approved company has been abandoned for more than 20 years. The government then reclaimed the land as a commercial area. The draft master plan designated several large unused land parcels in Taipa as residential areas. He advocated that the former Ocean World is more suitable for planning as green spaces or public open space areas, so that residents can use this area freely and equally.

The Works Bureau pointed out that, for this purpose, the draft of the Macao Special Administrative Region's Urban Master Plan (2020-2040) proposes to optimize the layout of public facilities in Macao, delimiting the construction of public facilities that provide national and independent land, in addition to maintaining the current special zones outside the public facilities area of Bei'an District, Cotai District, and the new campus of the University of Macau, and added public facilities areas in North District-1, East District-2, Waigang District-2, Taipa North District-1 and Coloane District As for the community-based public facilities, the main consideration is the population of the area and actual service needs. The specific settings will be made in the detailed planning stage according to the guiding requirements put forward in the overall plan and with reference to the relevant standards of each authority.

In addition, the Secretary of Economy and Finance, Li Weinong recently stated that he has communicated with the Secretary of Transport and Public Works that in 2021, public works would have the opportunity to release more than 12,000 jobs, and the government will increase training on prefabricated construction.
