Simon Baxter is Managing Director and Head of Conceptual Construction for Hines in Europe. He is responsible for preconstruction activities for major projects across twelve countries in Europe. Conceptual Construction is a key differentiator and integral part of the Hines development process, first conceived by Mr. Gerald D. Hines. Simon leads a multi-disciplinary team of tenured professionals supporting Hines’ in-country development teams. He joined Hines in 2021, after being based in Asia Pacific delivering development projects across multiple asset classes around the world latterly for Great Eagle Holdings. He has been involved in successful project delivery in Europe, Asia Pacific and North America for thirty years.
