As the Technical Director located in SCB San Francisco office, I am an expert in regard to building technology and exterior enclosure systems promotes innovative system applications at SCB, as well as an internal resource on accessibility, building code, and life safety compliance providing detailed technical support to the project team and works with architects and interior designers. He actively monitors the project technical design approach and documentation progress, developed SCB technical tools and standards to embrace consistent quality project delivery. Leo implemented high performance, sustainable solutions during his 20 years of practice globally on large-scale mixed use commercial, residential, office, retail, high education, hospitality, medical projects and leading a building enclosure technical committee.

After earned his Bachelor of Civil Engineering from National Taiwan University and Master of Architecture from University of Pennsylvania, Leo integrates tectonics with building science of complex systems and materials from design through construction phases. Leo is a SCB Designated Expert on behalf of the Council of Tall Buildings and Urban Habitat (CTBUH), certified with the National Council of Architectural Registration Board (NCARB), a member of the American Institute of Architects (AIA) and the Construction Specifications Institute (CSI) of San Francisco and Puget Sound chapters.
