Lionel is an Associate Director and Head of Research at Allies and Morrison, a practice of architects and urbanists based in London.

As an urban designer and planner, Lionel has developed industry expertise in design codes and tall building strategies having delivered many of these for Local Planning Authorities across London. He is currently advising the Ministry of Housing, Communities and Local Government on their review of the National Model Design Code and he liaises with the Greater London Authority on emerging policies relating to tall buildings and local character.

Lionel trained at the Architectural Association and London School of Economics. He is the co-author of a book titled Complex City: London's Changing Character. It was published by the Royal Institute of British Architects in partnership with Historic England and received the Royal Town Planning Institute's Research Excellence Award.
