David Pilzer is an urban planner specializing in building regulatory matters. He is director of the Division of Planning and Building Guidelines and Regulations in the Planning Administration of the Israel Ministry of Finance. David is actively involved in revamping the building regulatory system in Israel. Mr. Pilzer holds a Masters of City and Regional Planning degree from Rutgers University in New Jersey. He emigrated from the United States to Israel in 1984. At the Ministry of the Interior, he directed a multi-disciplinary study of tall buildings and how to evaluate their plans.
