Mr. Baldassarra is Executive Vice President of Rolf Jensen & Associates, a fire protection engineering firm. He has been with RJA since 2009. He is responsible for overall management of the Chicago office, including its fire protection engineering and security consulting business units. Prior to that, he was president of another prominent fire protection engineering firm where he worked for 38 years.

Mr. Baldassarra has a B.S. degree in fire protection and safety engineering from the Illinois Institute of Technology, and is a licensed professional engineer in several states in the US. His project portfolio includes the Willis Tower, Prudentail Plaza, the Nakeel Tower in Dubai, the Messeturm in Frankfurt and numerous other high profile projects. Many of the firm's projects required unique performance-based fire safety solutions not specified by building codes.

He is a member of the NSPE, the NFPA, the Society of Fire Protection Engineers, the Underwriters' Laboratories Fire Council, and the International Code Council. He has served in various capacities for the Society of Fire Protection Engineers, including its Board of Directors, Editorial Advisory Board, past chair of its Public Awareness Committee and is a member of the committee currently drafting a comprehensive guide on high-rise fire protection.

He is a recognized authority on fire protection for high-rise buildings, the model building code development process and the application of alternate methods and performance-based principles. He has been a member of numerous building and fire code committees, including the BOCA Building Code and Fire Code Development Committees, the Chicago Committee on High-Rise Buildings and, most recently, the International Fire Code Development Committee. He currently serves as chair of the ICC Code Technology Committee.

He also served as a member of the NFPA 5000 Technical Correlating Committee and the NFPA 101 Life Safety Code Technical Committee and is a member of NFPA 1, the Fire Prevention Code Technical Committee; and, over the last 25 years, has been a member of several other NFPA committees. Carl has also authored numerous papers and presentations on fire protection and life safety.
