Anisa Mance is an architect, with a twelve years professional experience in architectural design; project managing, residential buildings permit process and urban planning, in both the public and private sector. She finished her master’s degree at the Politecnino di Torino, Italy, in 2009, in Sciences of Architecture and Construction Engineering.
From 2009-2011 she has been working in Turin, Italy in the private sector as junior architect gaining experiences and skills in architectural design and project managing. Then decided to return to Tirana, Albania, and started working at the Municipality of Tirana in late 2011.
Until 2019, she had the chance and opportunity to work in the Territorial Development Controlling Directorate, sector of Permits Applications, been thus in continuous touch with the housing problem in Tirana. Albania has gone through rough political, social and cultural changing over the last decades, which in terms of architecture and urban planning lead to
informality and uncontrolled urban sprawls especially in the city of Tirana. Housing in general and affordable housing in particular is a big issue to deal with.
From 2019, she is the Director of Territorial Planning at the Municipality of Tirana having once again a terrific chance to gain professional experience this time in the urban planning
area, by implementing the policies and strategies of the General Local Plan, approved in 2017, with the support of the Boeri Architects team.
In early 2020, she was part of the team responsible for co-planning and approving nine mandatory detailed local plans both in the urban and sub-urban area of the city as a response to the earthquake of November 2019 that hit Albania and Tirana among other cities. These mandatory detailed local plans were designed also as a sustainable and resilient response to the subsequent covid19 pandemic by providing suitable conditions for a comfortable living according to contemporary standards and health security.
Recently, from February 2024, she has been promoted to General Director of Urban Planning and Development at the Municipality of Tirana. The challenge of dealing with a dynamic urban growth of the city puts this directorate in great responsibility because it demands for not only a resilient city but for smart sustainable urban planning and TR030 general local plan proposes desification as a smart way to it.
