Mr Andrew David Fassam is the Senior Director of Urban Planning for the Conservation and Urban Design Group at the Urban Redevelopment Authority, Singapore, which is the country’s planning and conservation authority. He is an architect by training and holds a master’s degree in town and country planning. He is a member of the Royal Institute of British Architects and the Royal Town Planning Institute in the United Kingdom.
Andrew has extensive experience in planning and urban design, both locally and overseas. He is responsible for the planning and urban design of Singapore’s City Centre and the place management of several of its key districts, including the new extension of the Central Business District at Marina Bay. He has played a major role in the conceptualization and implementation of the plans for the Marina Bay area, including key developments such as the Marina Bay Financial Centre, Marina Bay Sands and the Gardens by the Bay, as well as key infrastructure projects such as the new promenade, bridges and rail lines.
He has overseen the planning and design of many major projects and development plans throughout the City Centre, including the arts, cultural, learning and entertainment district at Bras-Basah. Bugis, the campus for the Singapore Management University, and the international design competition for the Pinnacle at Duxton. He has also led the formulation of key planning and design guidelines and polices, including those for night lighting of the CBD and Marina Bay and the installation of public art works in the city.
He was the Secretary to the International Panel of Experts, URA’s international advisory panel for review of its broader planning strategies, from 2001 to 2014 and is the Secretary to the Design Guidelines Waiver Committee as well as the Design Advisory Panel for key projects within the Central Business District and Marina Bay areas. He is also currently a member of LTA’s Architectural Design Review Panel.
