Plans for a 29-story apartment tower to rise in downtown Oakland appears to be inching forward, with the project’s sponsor last week filing for an environmental review of the project proposed at 1431 Franklin Street.

San Francisco-based real estate developer Tidewater Capital filed a pre-application for a 335-foot (102-meter) tall residential high-rise and parking podium in November 2019. Initial plans call for 314 units at levels seven through 29 within the tower, along with 176 parking spaces on levels two through five and a ground floor lobby.

A representative for Tidewater Capital, which acquired the 228,690-square-foot (21,000-square-meter) site in 2019, on 24 April 2020 declined to comment on the project. Trevor Properties LP ETAL, located in Burlingame, is listed as the owner of the site.

The pre-application for the project is currently under review by Oakland’s Planning Department.

If approved, the Franklin Street project would be one of several new residential and office towers proposed, approved, or wrapping up construction in Oakland, including a 206-unit, 20-story apartment tower at 1700 Webster Street; a 633-unit, 40-story apartment tower at 1341 Franklin Street; and a 307-unit, 37-floor apartment tower at 1750 Broadway Street.
