Luxury Building Embargoed by City Government in São Paulo

The work on an imposing 23-story tower, which would house 20 apartments in a constructed area of 15,000 square meters in Itaim Bibi, west of São Paulo, was stopped on 14 February, 2023 by the City Hall of the capital, due to lack of a construction license and payment of taxes.

"The regional administration will also carry out a preliminary internal investigation to ascertain possible responsibilities of civil servants in conducting the process in question", informed the City Hall, by note.

The work, by Construtora São José, is for a luxury building with a duplex on the top floor and four floors of parking.

The tower is almost completed, although the development does not have a New Building Execution Permit. The request to issue the document was denied by the City Hall in August 2022, but the works continued even without the license.

In addition, as the building is located in the Faria Lima Urban Operation area, in order to build such a tall tower, the company should have acquired the Additional Constructive Potential Certificates (Cepacs), a real estate title issued by the City Hall that allows construction above the building limits. basics of the city.

According to the City Hall, the acquisition of these certificates for this building is not included.

The City Hall technicians only took action in relation to the construction without a permit after the presentation of a letter, on February 9, by councilor Antonio Donato (PT), questioning the lack of licensing for the undertaking. He also addressed the issue during a speech at the City Council.
