Large-Scale Urban Development Plans in Tokyo are Released

Expected to begin construction in 2025 following approval of the rights conversion plan, the Roppongi 5-chome West District Type 1 Urban Redevelopment Project, commonly referred to as the "Second Roppongi Hills," is a large-scale urban redevelopment initiative directly connected to Roppongi Station. Managed by the Roppongi 5-chome West District Urban Redevelopment Preparatory Association with Mori Building and Sumitomo Realty & Development as business partners. 

The redevelopment is organized into five main blocks (A–E), each serving distinct purposes:

Block A will feature a 66-story office skyscraper in A-1, with a total floor area of 794,450 square meters. It will include office spaces, retail, conference areas, and a luxury hotel, as well as cultural and observation facilities on the upper floors. An underground entertainment hall will also be included. A-2 will house a 15-meter-tall temple with a floor area of 1,040 square meters, while A-3 will feature a church (24 meters) with a floor area of 1,010 square meters (10,871 square feet).

Block B will contain a 70-story high-rise residential tower (288 meters/945 feet tall) with 800 units designed to international standards. Apartment sizes will range from 40 to 630 square meters. Additionally, a smaller 58-meter residential building will be constructed for former landowners, with 50 units averaging 40 square meters.

Block C will house the Toyo Eiwa Girls’ Academy in a six-story building with a floor area of 16,850 square meters for elementary and kindergarten education.

Block D will preserve the existing International House of Japan with a total floor area of 4,500 square meters. This building is a registered cultural property.

Block E will include a nine-story residential building offering 100 units for previous landowners. These units will have a combined floor area of 29,190 square meters and range from 30 to 160 square meters.

Additional infrastructure improvements include barrier-free pedestrian pathways, rooftop gardens spanning 33,100 square meters, and a transport hub plaza integrated with Roppongi Station. The design emphasizes creating a "forest in the city center" with accessible green spaces and sloped walkways leading to the rooftop garden.

When completed, the development will significantly transform the skyline and neighborhood. Completion is projected for 2030.
