Richard Bukowski, NIST proposed performance objectives that are both practical and reasonable to meet both safety goals and the needs of building occupants at the CTBUH 8th World Congress in Dubai. The global development of ultra tall buildings has brought increased interest in the provisions for timely occupant egress, and for access by responders in fires and other emergencies. The need for a fundamental rethinking of egress and access along with the relative roles of elevators, stairs, and alternative arrangements like skybridges and refuge floors is clear.
