Today Columbus Circle pulses with life--pedestrian life, not just the roar of traffic. Laurie Olin, the Philadelphia landscape architect, has brilliantly redesigned the center of the circle, surrounding the Columbus statue with a circular mound and, inside it, an inner circle of gushing fountains that wash out the traffic racket.
