The Allure, a new high-end high rise building in Waikiki has "topped off", marking the halfway point in construction.  The luxury high rise will add close to 300 new residential units in the marketplace starting at $500,000.  The Allure will be open during a tight economy, officials at developer Fifield Realty said.
